Could be several things. From smart palette optimization techniques to
clever construction of background/foreground/design usw....

It's always a challenge for a webmaster/flasher/whatsoever to solve the
problem of how to build a site/swf/whatsoever for best performance online.

If you use vectors and use them often if the project allows it simplify
the vector points. For bitmaps in flash you can set the compression rate
of the bitmaps individually in the archive to achieve best file size
results.

Content optimization depends always on requirements and knowledge of not
only the programmer but the graphics artist too. If an artist knows about to
work out simplified palettes in DeBabelizer for instance, he could always
have "the optimization eye" with him during the design process and is on the
best way to deliver "optimized" content with just the graphics he created.
