FLASH: Call function/ tell target

I was trying to explain the call function to someone else and their

misunderstanding brought up an interesting point:  is there any difference

between using the call function to run actions on a particular frame of a

movie clip as opposed to using tell target to run those actions?  Is the

difference purely organizational?
