To stop sounds you use Stop all Sounds or a Stop Sound Frame Action.
Go to the frame you want to stop the sound in:
1) Click on the frame
2) Select Properties > Sound
3) Select the sound you want to Stop from the sound drop down box.
4) Select Stop from Sync
5) Select OK and you are done.

If you need to Tell Target then such as from JavaScript then just tell
target the frame with your stop sound action in it.
