You can go to the frame where the MC exists then Tell Target it, but if
it doesn't exist from the point of call then you can't Tell Target it
because it doesn't exist.

Movie Clips must exist in the frame (not neccessarily on the same layer)
that they are being called from.

Movie Clips don't have to be active while they exist. I use a technique
I call Parking where I put a Label of Park, a Stop action and no images
in the first frame of a Movie Clip.
