Hello:
What is happening is that the sound card you are using already has inherit
noise because of how it is designed. It was never made to completely
capture sound 'cleanly'. Your mic may have an effect also. What you
would need to do is maybe adjust the volume settings for the line input
and recording options until you find the best settings. This will reduce
the noise but will not eliminate it.
As for software, i am aware that a number of wav processing progs have
noise reduction plugins. But these require you buy the software, etc.
You can look into Sound Forge or Wavelab. Those are ok.
It takes pretty good stuff to capture sound without any outside noise but
since this is for the net and you are going to compress it anyway you will
not need to worry about the BEST quality. You can probably alleviate a
number of your problems by playing with the settings like I mentioned
earlier.
Also if anyone knows of any shareware that can do this please list it.
