Maybe the IE browser you are testing with only has the Flash 2 ActiveX
control. If your codebase is set for version 3 then it will upgradeb
automatically but if it is set for 2,0,0,0 it will not upgrade the
ActiveX control for the browser.

If this isn't it a URL will be needed to check it.
