1) 99 times out of a 100 a person new to Flash is creating text in

Photoshop or other bitmap editting programs for import into Flash; he

shouldn't be. Text should normally be done in vectors in a vector

program such as Illustrator, Freehand or more likely Flash. Since I

haven't see your images, I can't say in your case whether the use of

bitmaps or vectors would be best.

2) When you import a bitmap type image into Flash it should NOT be done

in a JPEG or other lossy format. Use BMP or PICT instead. 

3) You set the JPEG quality of bitmap images when you export the Flash

movie.

The JPEG quality can also be set individually or you can set it to

Lossless which might be better for bitmap text. Individual settings are

made in the Library.
