Just make squares or circles or whatever your button's shape will be then
Insert> Create Symbol>Button>Whatever the name you choose. Then make sure
that you only have a hit area. Insert Keyframe in the hit area only then
delete the up state.
Now you will have a blue reference don't worry these won't show up when you
play your movie.
Now copy and past however many you want and position them werever they
correspond to on the image.
Import your image in the top layer so it will be on top of your button layer
and place the buttons properly. Now right click on each of them one at a
time. Then goto action and assign a On Mouse event (Release) Then put a
get url and whatever the url for each will be.
Do this for every one and you have an image map.
