If you really want to preserve your image integrity, don't use a compressed image format like JPEG or GIF for your original image. Flash uses its own compression scheme to save space; putting Flash's compression on top of the JPEG or GIF compression will often result in unacceptable results.
Use BMP or PICT format images for your original imported image with the best quality possible before you start resizing images. Remember that Flash's strength is as a vector-based program.
