There is an explanation of the distribution issue at http://www.flashlite.net under "Help Files"  complete with a list of the costs as of the last time I asked Macromedia about distributing the plug-in (December 1998).  There are also several links to more information at the Macromedia web site, including (if I remember correctly) the e-mail addy to request info about distribution.
