If it must be the same MC, you'll have to insert it in different places on

the timeline (using a new layer for each instance, since any encountered

keyframe will reset all MC's that exist in that layer).  


Alternately, add a blank keyframe at the start of the MC. Give it the

action to Go To frame #N.  At the end of the MC, place the action Go To and

Play frame #2. Now make copies of this MC, one for each star.  Edit each

copy so that the number represented by N is different. Each MC will now

start by jumping to a different frame, although its loop time will be the

same.  Now you can place all these MC's in the same frame in your movie.

The timeline can even be stopped and the stars will all twinkle.
