In my humble opinion, this subject depends (as well as the rest of the site

features -colours, fonts, media-) of who your audicence is.  I wouldn't use

a full size window with no toolbars on a cuisine site with recipies for

housewives, but just because i *personally* don't like like full size

windows it doesn't mean they are not appropiate for a high tech business

who's clients are more likely to have enough computer and "websurfing"

experience not to get freaked out at no toolbars.  I don't think there sould

be a "standard" on this.  The site should fit the audience and not

viceversa.
