I don't know what the problem is with your buttons; they should work fine.
You'd need to tell us exactly what the actions are that you're applying,
and where they're being applied (that is, in which timeline -- button or
main timeline). Or post them to an ftp server (as .fla) and send us the
address so we can download them and have a look.

You can globally turn off all sounds with the Turn Off All Sounds action.
There is no analagous action to turn all sounds ON. I have a pretty decent
and simple tutorial for toggling a single sound on and off:
http://www.dartfrogmedia.com/toggle. I also have a method (Flash3) for
enabling or disabling all sounds which is a bit more complex. It doesn't
turn them on or off, just enables or disables them so they can be
controlled via TellTarget from a button or frame action.
