You could create you 15 frame animation in a movie clip (or just copy the
first frame (#15) create a symbol (MC) insert blank keyframe in frame 1 with
an action (stop)
give the mc an instance name and target the ball mc with the button on the
main timeline (on release
begin tell target "ballclip
go to and play frame 2 or "begin"(its better to label the
frame in your ball clip movie)

after the glowing balls frames come to and end (15 frames later) enter
action script on frame 16 (begin tell target"/"
go to and play frame 11

Lets say I am creating a simple 25 frame flash movie where a button sends
you to frame 10. At frame 10 is a 15 frame movie clip of balls
glowing. It seems i must stop the flash movie from playing at frame 10 to
get the Movie clip to play.

OK that is fine but how do I get the movie clip to automatically send us to
frame 11 or one past frame 10 on the main movie time line?

I was successful by making the movie clip fit into 15 frames instead of
just 1 frame on the main time line but then my small 25 frame movie
turns into 40 frames.
