Look up in your handy dandy ASCII table for the value of % and the value for &


and then convert to HEX and put between the % symbol

which is 38 decimal, 26 hex for &

and 37 decimal, 25 hex for %


therefore to display a '&' sign in your URL encoded text, put %26% in it

and for '%' to display, put %25% in your text file.
