Subject: FLASH: Can "If Frame is Loaded" find a label in a MC?

I'm working on a preloader for a movie which has
several embedded movie clips. I've dotted unique frame
labels throughout the movie clips and am checking if
they're loaded using a two frame loop at the start of
the main timeline. I'm referring to the frame labels by
name only (no path), however the preloader reports
all my frames are loaded when only 5% of the movie
has been streamed using "Show Streaming"...

Can "If Frame is Loaded" find a label in a MC, and if so
why is it finding them so quickly?
