FWIW,
Your strategy won't work in NN.
The embedded Flash will break out of the layer.
But it works in IE :P

If everything is in a single table, and the rows and columns aren't
specified, than everything must finish downloading before anything is
display.

Did you catch my post a few days ago about using a Flash preloader for an
HTML page? Use an intro that is in a DHTML layer above the rest of the HTML.
When the intro is finished, use and FS Command to trigger a JavaScript hide
layer function, and presto! Preloaded HTML page! I think this is a really
cool idea for a graphics heavy page--say, with lots of high res photos.

I was even thinking about how a hybrid site could use this for navigation.
Instead of a popup window for HTML content, hide the movie and display the
page. Include a button for a "Menu," which would show the layer again.

For multiple HTML pages, again, use layers to load them all into one page.
It might be a bit load heavy, but if the Flash movie is long enough anyway,
this could definitely work.

Has anyone done anything like this? It could be the ultimate in cool site
engineering!
