One theing you can try is to load your flash banner (gif file) into a gif
animation program and edit the frame rate in there.

Don't know, do you actually use a frame rate of 16? then the answer is very
simple. Flash export gif animations at a frame rate of 1 frame per second.

I haven't used the used the export to gif function ever so I don't know any
other reason.
