Seems to me a simple way, without much scripting, would be this:

Set up a movie clip with just a few frames (lasting just long enough for
the maximum double-click time);
Create a first frame action of Stop.
Put a button in the first frame. The button would have a caption
"double-click to (do whatever)."
Assign the button an action "Play."
Add a keyframe in the second frame, and give the button a new action (the
action you want carried out on the double-click).

When someone clicks on the button, the movie clip plays. When it reaches
the end, it loops but stops on frame 1. If the user clicks before it
completes the loop, the action of the button in frame 2 will be carried
out. The more frames in the movie clip, and the slower the frame rate, the
longer they have to double click.
