Hi Helen,
I'm a contractor who works for the DoD and have a bunch of Corel Draw vector based graphics from all parts of the Gov and military. Let me know specifically what seal you need (the one you describe sounds like it may be the Presidential Seal...?) and I'll convert it to whatever vector and/or raster format you like before sending it your way.
