The workflow varies based on what Platform you're on and what apps
you have.

But for me, on the Mac - I have always:
1 Do animation in Flash
2 Export as a series of PICTS
3 Get a superpallete in Debabelizer
based on those images.
(I have mostly used 1.6.5 on the Mac, though 3.0
should do it)
4 Save all the PICTS as GIFs with that Superpallete
(That superpallete is with as few colors as
possible)
5 Import those GIFs into GifAnimator (Mac Freeware)
6 Save as GIF with whatever timing, etc, you like.


Alternately - if you use a higher end GIF animation tool that does
optimization
- export from flash as PICT or BMP series
- import into your GIF tool
- save using different settings

Caveat: I have not played with ImageReady or Fireworks yet - but
from their spec sheets they might be able to fit in well to the
option.
