1)You can use a PNG file bitmap with a circular/transparrent outside edge.

OR

2)Place your rectangular bitmap on a layer, place a filled circle over it on a layer above and make this layer into a mask (click layer properties->select mask).. You'll need to lock the two layers to see the effect.
