Looping is set in the sound dialogue, which is a tab in frame properties.
That's where you set the number of loops, and can edit (although crudely)
the portion of the sound that's actually played. Do not attempt to loop the
sound by placing several instances of the sound in the timeline, Flash just
does not synchronize that way.

To make a sound loop smoothly, you have to start with a sample whose end
blends seamlessly into the beginning. Unless you acquire a sound that was
designed to loop, you need a sound editor to do this well, one that lets
you playback in loop mode while you make precision cuts at either end of
the sample. Otherwise you'll have a noticeable silence or pop at the end of
every loop. It's also possible that by having two sounds of different
lengths looping at the same time, you can camouflage the pops or silences.
Really though you need sound editing software.

, has been recommended to me as a very inexpensive Mac-based sound editor
with loop-point editing options.
