Hi Russell,

You can put the button inside the MC or outside, assuming the button
doesn't need to exist at a time that the MC does not exist.

I too am a little confused with what you are doing.
The timeline in a MC is completely independent of the Main timeline. So
if you put a button in a MC then treat it like the timeline is just an
ordinary timeline. Only when you need to interact with other Movie Clips
or the main timeline do you need to use Tell target.
