1) Don't import your images using a compressed format such as GIF or JPG. Import your images as uncompressed BMP or PICT files and let Flash apply its own compression. When you import a JPG file, the JPG's compression is added to whatever compression Flash applies to it; the results can be very unsatisfactory.
2) Wherever possible use vectors instead of bitmaps. Flash is a vector based program that can use bitmaps.
