take your existing scrolling image and copy it into a new movie symbol.
make the image _start_ filling the screen and end exactly as it passes
off the screen. copy and past those frames to a new layer, and then on
that layer in the first and last frame move the image to the left exactly
the width of itself...this way you will have two copies of the image that
move exactly touching each other, as if seamless...

ok, this is where it gets slightly more complicated--
test this new movie in looping mode, and it should give you almost the
effect you want, except that just where it loops there will be a slight
pause, because in the very last frame the second image is in the exact
spot where the first image started, so in effect you have two frames
in a row that are identical. to eliminate this, add a keyframe for
both copies of the image in the second-to-last frame, and then delete
the final frame. this way, you get smooth motion.

if you then drop this new movie symbol into your main timeline, it should
give you a nice looping/scrolling landcape while your sun slowly rises...
