I run one at my day job (http://cdc.humboldt.edu) a few quirks, you want a
fast G3/4 for streaming much video, though folks are streaming audio off of
powerbooks through 56k around here (both with Darwin, the free open source
version & linux and with OSX). Static (non-live broadcast) streams are
pretty easy to set up, and OSX sets up Apache and QTSS with a few button
clicks (though for a pro-server I'd either recommend signing onto the OSX
admin list or getting Tenon's iTools), to get the quality you see on QT TV
you need MediaCleaner and Sorenson/QDesign Pro, raising the start-up ante by
a grand or so.

Live broadcast is a bit trickier, you need Sorenson Broadcaster (though a
few others are also beginning to support QT rtsp streams as well) and
another _Fast_ Mac to run it (for video), once you get the hang of
converting your .sdp to a .mov (well described in the Sorenson Broadcaster
manual) its pretty easy, plug-in your VCR or camera, click broadcast, and
your on the air!;-).

I would say Real is easier though much more expensive (for the server) and
WinMedia Tools certainly cheaper (in both cost and quality), but be prepared
for some command line stuff in WMT and bugs in 'mpeg4' for a while (I'm sure
M$ plans to get it all push button and 'mpeg4' to handle key frames properly
RSN;-)...

PS (beware: troll;-) what's with ShockWave and www.on2.com? Is the next step
for the 'wave native streaming video?
