As I understood the question the frame labelled "park" should be in
the movie clip to be parked. The code shpuld then read:

On (Release)
Begin Tell Target ("/Cliptobeparked")
Go to and stop ("park")
End Tell Target
Begin Tell Target ("/yourClip")
Go to and Play ("yourLabel")
End Tell Target
End On
