Video means "audio and pictures in synchronization". The example you give
has not SYNCHED audio. Animation means "pictures over time"--and that's
what you have.

I have an example I built which people think is video http://www.m-three.com
(under "action") though it's not video either. The part I'm proud of is the
variable frame-rate.

The process is to take a video... extract the individual frames as .bmps (I
used Adobe Premeire) and then import them into Flash (if they're all named
in succession then they import in one swoop). Then in Flash you have
control over the compression (JPG) used on the images.
