FLASH: Traffic light system

Hello all..


I am looking for doing 'Traffic Light System' in Flash.. Some thing like you 

find in this site..

Could anybody let me know if something like this is possible to be done with 

Flash.. Is there anybody who can give me some ideas of how to start about..
