Ted,

The mc that you want to duplicate "into" is empty as you described, so
therefore, you can't duplicate something inside of it because it is empty.
The duplicate function works when you are duplicating in a mc that your
target mc (the target used in the Duplicate MC command) is in. In other
words, if you were telling the main timeline to have "/mc1" duplicate
"/mc2" inside of it, then "/mc2" must be inside "/mc1" before you use the
Duplicate MC command... Make sense? Hope this helps - if you have any
