It is best not to use relative links because of the way some browsers
handle relative links differently. Place your SWF files in the same
directory as the HTML page or use full URL links.

This was a feature request for Dreamweaver 3 and I don't know if it has
been included or not. Dreamweaver 3 has just been released, download it
and see if it solves your problem.
