2nd best way (for anime/cartoon style): render from a
3d app that supports a 'toon style renderer and trace
frames (and hope that sometime soon Flash supports PS
style actions to automate this!).
Hash3d, Poser, ElectricImage, Lightwave, Cinema 4D all
include 'toon rendering of various degrees of quality,
3DStudio has several plugs that also provide toon and
/.swf rendering. Deeper than this all depends on your
skill/budget and the look you are going for (and
answers will likely require more detailed ?s 8-).
