Depends on the depth of the project (and recalling
that shockwave plug-in (and the aweful shockmachine
junk) has much less market penetration than the flash
plug. If you need the power of lingo (and have the
months to years it will take to learn lingo or the $
to pay an experienced lingo programmer) then you need
director, for the web, intranet, or cd. If action
script can solve your needs than all you need is
flash, for the web or CD. You would have to be more
specific about the details/scope/timeline of your
project to get better advice about which app. to use.
