There's a bit of ambiguity in the question, so let me answer it this
way:
Let's say you have C:\mypicture.gif on your hard drive,
You import it into mymovie.fla, and it appears in the library.
What John meant is: you shouldn't delete the "mypicture" bitmap symbol
that is in mymovie.fla.
But you can trash C:\mypicture.gif off your hard drive without
influencing mymovie.fla. The flash file contains its own copy of your
original GIF file.
As proof: If you take mymovie.fla to another computer, the gif will
still be in there, even though there is no C:\mypicture.gif on that
other computer.
