Try and put a HREF link on the page that calls the "javascript:openNewWin()"
just to make sure the problem is with flash and not the javascript!

Maybe you want to try and use the FScommand instead.

if you know JavaScript then just type in the codes in the "get URL"
action....

To me it looks like you have commented the javascript out.
You are not creating the JS function so Flash doesn't know what it is.
ie. remove the <!-- and --> otherwise it should work.
