Typically when Flash plays back your imported sound at a different rate than the original file it's because the original file was saved in a non-standard frequency. Flash's playback engine recognizes and plays back uncompressed audio files in a multiple of 11.025 kHz - for example, 22.050, 44.100, or similar frequencies. If your file is a 16 kHz file (for example), Flash has to resample it internally to the closest frequency it understands. This causes the resampling you're experiencing.

If you're using a Windows machine, you can use the Windows Sound Recorder to resample the WAV file and re-import it into Flash. There are many good sound editing programs for both Macintosh and Windows PCs that can also do this resampling. Examples would include SoundForge, CoolEdit, SoundEdit 16, and Peak.
