For pure HTML editing, nothing can touch BBEdit.

For a WYSIWYG (mostly) solution that gives you handy editing control over
locked SWF files (point'n'shoot and text-control access to GetURL and
JavaScript commands embedded within movies), phenomenal site management,
and much, much, much more, go with Adobe GoLive.

For an interface ripped from a Klingon battlecruiser, and a
non-Mac-feeling way of doing things, yet extrememly powerful where AGL is
weak, go with Dreamweaver (note: I've yet to fly Drewamweaver 3, it may
have more features and improvements than anticipated). Also usually has
bundle deals and direct integration with BBEdit.

If you are multi-horse shop, go with all three.
