If the buttons are in separate layers, you can use a motion tween
to move them wherever you want (or shrink them, fade them, etc.).
You only need to convert them to movie clips if you intend to
move them programmatically (ie with actionscript).

It sounds like you will want a button click to do more than just
start a movie clip playing. You could get it to jump to a frame
where it moves, or other buttons move (as described in the above
paragraph). I'm not really sure what you mean by making it "look
like the movie clip has taken over" but I'm sure you can achieve
whatever effect you are going for with a simple motion tween.
That motion tween can be triggered with a simple 'go to and play'
actionscript in your button.

I hope that helps...I'm not sure I understood completely.
