Use GetURL to download a file...it will probably force the browser to
open, but it should work. If it doesn't work, then you've probably given
an incorrect URL. You can test the validity of the URL by entering it
in the browser yourself and seeing if you get a download.

I think a better way would be to put the screensaver on the CD and use
the FSCommand exec to run the setup file, but I don't know what your
reasons are.
