Each frame is indeed made of two interlaced fields, and they're both
displayed at the same time. A shutter speed of 60 will therefore show half
the scan lines, all in a block.
If the moment you're photographing doesn't involve much movement then there
won't be much difference between the two interlaced fields. In that case, I
think the shutter speed of 30 should get a decent image.
I've never actually photographed tv myself, but understand the above after
doing some video capture with some very odd proprietary software.
