I'm not a designer, but the easiest way to get into dynamic content
is probably through ASP and MS Access. Access is more of a 'toy'
database because it's only useful for up to 30 concurrent users, but
it's got lots of wizards and visual tools to make things easier.

There are even conversion tools for Access to SQL Server, if you
need more power, but you could probably create a useful database
with any DBMS after you've figured out the basics of Access.
That's when you can get into better (free) dbs like MySQL or
interbase.

As far your movie-clip-across-scenes question, you could set a
variable to true when the sound should be on, and false when it
should be off. At the beginning of each new scene, check if the value
is true or false and target the on/off movie clip so that it works
appropriately.

If I were doing it, I wouldn't use scenes, but there are probably many
people here who'd disagree...
