You're right... there's a "no alterations" clause at
http://www.macromedia.com/support/programs/mwm/swb.html
I don't see localized versions of the buttons. I do recognize the legal
prohibitions on languages that some political institutions enact, though.
You may wish to contact Macromedia Europe directly (phone or email), to see
if they have options available on this, or even to raise it on their radar
as something that people want, thanks.
