I imagine that you are wanting to create transparency on non-symbols?

If you use the color selection tool and create a custom color (the colored

square at the bottom) you can then use this color on fills, lines and text.

You cannot however create transparency on raster/bitmaps unless they are

first turned into symbols (F8)

or vector graphics that is not in the Library. If so, how can I do that?
