Unless otherwise specified we assume that Flash is meant for the general
Web. If a project is meant for IntraNet, CD or Projector use please let
us know when posting a problem.
A Flash movie will always start in High quality in the player or
projector. I don't have an .swf file that doesn't stream well enough
that it reduces its quality to Low (so I can't do any testing right
now).
There is no setting to maintain High quality except from HTML or as a
special ActiveX only command. There is an Action in Flash 'Toggle
Quality' where you can use a button or frame to toggle the Quality.
I would test on a 486 and make sure your movie streams well enough on a
slower computer (in other words doesn't reduce Quality). Use the report
and Bandwidth profiler to analyze where you need to make changes.

One of the special FSCommand Commands for players and projectors is
FullScreen, set the Argument to True and place it as a frame Action in
frame 1. It's in the Book on page 127 and can be found in the Help in
the Flash program. You would set the background color in your Flash
movie.
