Select the bitmap in the library activate the drop down box from the
arrow in the upper right and select Properties.
In the Bitmap Prpoerties you can set the JPEG quality for an individual
bitmap or select LossLess. Try the Test function to see file size and a
sample of what the bitmap will look like for that setting.

Yes, but it generally is a lot of trial and error.
Note it the Bitmap Properties area you can Update the bitmap when you
make an external change to the file.
The one thing that always helps is making large areas that are spinked
with unneeded noise or detail into a single homogeneous color. This
reduced file size or allows better quality in both JPEG and Lossless
exports.
