There are a lot of ways to do this:
See in Flash :
Help > Sample > Menus - Hierarchical
Help > Sample > Menus - Track as Menu
Dimmy has an example complete with FLA at:

Note he has corrected some mistakes in the file since he first posted
it.
So if it didn't work correctly when you first went there, it does now
and is worth another look.
