Highlight by dragging all the frames desired
Copy Frames (Right Click)

Go to New Layer in New Scene (or Movie)
Paste frames (Right Click)

Note hopefully you asren't planning on using Movie Clips or Sounnd with
those Scenes.

Also if all the Scenes are almost the same then there is probably a much
better method such using a single Scene and Movie Clips as Random Access
storage of different text or symbols.
