Probably not, it is more likely you don't understand button basics.

Two points to take special note of:
1) Actions need to be made to the Instance not on the button timeline.
Double Click on the button - (Control > Enable Buttons - deselected)
Actions Tab
+ Drop Down and select your action
2) Also you cannot goto a frame that is not loaded yet whether it is in
the same Movie or another one.
