Really have you tried the 2 I mentioned ?

They are both made by the same guy.

AudioGrabber is his baby, but he was contracted by Xing to
produce the same type of interface but with the Xing encoder.

They are both for ripping songs off a CD but will convert a stereo
WAV to MP3 very easily. Just tried it with AudioCatalyst which is
my fav since it's a faster encoder because of the incorporation of the
Xing encoder.

Neither is free but are available as demoware here.

Going here will also give you a large list of Encoders and other software
for MP3s

Still highly recommend AudioCatalyst tho =c)

And have had great results with the Variable Bitrate option of it.

But all the music I have even those at less than at a very low quality song
decent
to me... but then I have my puter hooked up to my stereo and play ALL my
music that
way.
